This study was led by Quentin Wodon (World Bank) and Andrea Liverani (World Bank, task manager), with support from George Joseph at the World Bank and Nathalie Bougnoux at the Agence Française de Développement. The implementation of the new household surveys and qualitative work in the five focus countries were led by Nicholas Burger and Audra Grant at Rand based on a survey questionnaire designed by George Joseph and Quentin Wodon. Alex Kremer (World Bank) contributed to the initial development of the study particularly from the methodological point of view.
